Description
The Department of Housing and Urban Development (HUD) intends to procure the services of a company for to conduct a comprehensive study that includes the tasks (see below). The end result of which is to assist residents of public and assisted housing to move along the spectrum of economic self-sufficiency, or, in the case of elderly or disabled residents, to live independently and/or age-in-place. The contractor will primarily be tasked with: 1)Researching Best Practices; the contractor shall conduct phone interviews, in person interviews, and a review of recent and relevant professional and academic literature. 2)Produce a Best Practices Guide for service coordinators and service networks working to coordinate services for residents of HUD assisted housing. 3)Identify high performing/model coalitions from four distinct regions of the country and describe how the coalitions were formed, who the members of the coalition are, the process they used to determine what their goals and outcomes would be, the actual outcomes that they achieved and how their coalition is sustained. 4) Analysis of the best practices and lessons learned from the existing PIH supportive services program (PH FSS, HCV FSS, ROSS, ROSS-SC and HOPE VI CSS) in order to inform HUD's future proposed comprehensive service coordinators model. 5)Providing logistical support by planning and convening at least one regional capacity building conference for service coordinators and the organizations with which they work. •6) Technical assistance support for the service networks established at the conference shall be provided by the contractor for a twelve-month period following the conference. •7) Evaluation of the process and recommendations for future coalition building, which will be added to the Best Practices Guide. The period of performance for completing all of the activities and the detailed tasks below under this SOW is for a base of two years, with one, 12 month option. At this time HUD has not determined whether to solicit the service as a 8a Direct Award, Competitive Small Business or under an existing contract vehicle. A decision will be made after reviewing the responses to this notice. Interested vendors shall provide a detailed capability statement that would allow the government to determine that they have the expertise, experience and knowledge to perform the requirements. Submissions shall address the following: •1) Working knowledge of the following HUD programs: (PH FSS, HCV FSS, ROSS, ROSS-SC and HOPE VI CSS; and Continuum of Care and multi-family housing); •2) Demonstration of experience in the development, implementation, and execution of a detailed Quality Control Plan; •3) Provide examples of researching techniques, methods and results of this research; •4) Provide evidence of experience in the application of writing best practice manuals; •5) Provide evidence of examples of your experience in the facilitation of conferences and workshops; •6) Provide evidence of experience in the area of service coordination, coalition building, and community organizing; and •7) Revising or developing new standards, inspection documents, and training support products and services. For purposes of determining size status, NAICS code 541611 with $7.5M in annual receipts will be used. Submit capability statement to Toni.D.Hoskinson@hud.gov. Do not submit a company overview or unnecessarily elaborate materials; they will be discarded and not considered in making the set aside decision. Be concise and succinct; submissions exceeding 5 letter-size pages when printed will not be reviewed.
