- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Center for Naval Analysis (CNA) is considered to be the only source who can provide admin support in a timely manner to facilitate the Chief of Naval Operations Executive Panel (CNO CEP). Because the CNO CEP is held at the Center for Naval Analysis on a monthly basis, CNA is considered the source who can most efficiently provide meals, books, periodicals, office supplies, and courier services. The applicable North American Industry Classification Systems (NAICS) Code is 541611.
