- Notice of intent to award a sole source contract to JOHNSON CONTROLS Inc. (OEM) to perform repair, adjust, testing and certifying of the #2 R-134 NC plant back to fully operational condition for the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility. This Notice of Intent is not a request for Expressions of Interest (EOI), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, capability statements, proposals, or quotations received in response to this notice. All responsible sources may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror ™s ability to meet all requirements. The Government will consider all EOIs, capability statements, proposals, or quotations received from responsible sources within three days of publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the US Postal Service should be mailed to PHNSY & IMF, 667 Safeguard Street, Ste. 500, Pearl Harbor, HI 96860 (Attn: Code 400 Vicky Murakami). EOIs may be submitted via email to Victoria.murakami@navy.mil. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time. EOIs that arrive after the specified deadline will not be considered. The submitter bears the risk of non-receipt of EOIs and should confirm by telephone that EOI was received. This purchase will be under Simplified Acquisition Procedures, FAR Part 13.5, and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is October 15, 2010.
