- Description
- The US Geological Survey, Columbia Environmental Research Center, Biological Resources Discipline (BRD) in Columbia, Missouri intends to negotiate on a sole source basis with Thomson Reuters (Scientific), Inc., 1500 Spring Garden St. # 4, Philadelphia, PA, 19130-4067 for a subscription renewal to the following ISI Web of Knowledge databases: 1) Zoological Records, and 2) BIOSIS Previews. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The Web of Knowledge is the only scientific literature database that features the "times cited" resource. The "times cited" is a critical resource that will allow BRD staff to track how many times their publications have been cited, and the impact of BRD publications in the global scientific community. The times cited resource prioritizes recovered articles based on the articles usefulness, thus increasing the efficiency of the scientific literature search for the BRD staff. The subscription renewal will be for One (1) Base Year plus Four (4) Option Years. Deliverables include the following: 1. Access to global research through coverage of both journal and Web literature.2. A time saving way providing a variety of research data including author abstracts, author addresses, and more information per bibliographic record than in other resource.3. More targeted results through sophisticated and unique search and retrieval tools. 4. Link to full-text journal articles and relevant resources from the Web. 5. Link to colleagues, publishers and other important resources from the Web. Firms who feel that they can furnish the required products/services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar products/services must provide supporting evidence that they can furnish the products/services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 15 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at ldhayes@usgs.gov.
