- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation. Quotes are being requested for the required items and no written solicitation will be issued. Solicitation number W911S7-11-T-0003 is issued as a request for quotation (RFQ).This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 dated 02 August 2010. This is procurement is unrestricted under NAICS 813110 with a size standard of $7.0M. Ft. Leonard Wood, MO requires the following items. This is a set-aside for Small Business: CLIN 0001- 70 each WORSHIP SERVICES FOB: Destination - Fort Leonard Wood MO 65473-5000. Period of Performance: 01 NOV 2011 through 31 OCT 2011. CLIN 0002- 70 each SACRAMENTS FOB: Destination - Fort Leonard Wood MO 65473-5000. Period of Performance: 01 NOV 2011 through 31 OCT 2011. CLIN 0003- 60 each HOSPITAL VISITATIONS FOB: Destination - Fort Leonard Wood MO 65473-5000. Period of Performance: 01 NOV 2011 through 31 OCT 2011. CLIN 0004- 1 each CONTRACTOR MANPOWER REPORTING FOB: Destination - Fort Leonard Wood MO 65473-5000. Period of Performance: 01 NOV 2011 through 31 OCT 2011. Description of Requirements: A contractor is to provide Mass and sacraments as a backup for the assigned Chaplain Priest(s) of Fort Leonard Wood. Mass and sacramental rites are a Statutory (Title 10) Essential Element of Religion. As such, they fall under the responsibilities of all Chaplains and here in particular, the Fort Leonard Wood Garrison Chaplain. The Priest falls under the Fort Leonard Wood Garrison Chaplains Program as defined in the Commanders Master Religious Program. The mission of the Chaplains program is to provide for Essential Elements of Religion to include Mass and sacramental rites for all assigned soldiers, civilians, and family members. As a non-personal services contractor, the Priest is not a member of the Chapel or Installation Chaplains Officer Staff. Basis for award is the vendor offering the lowest evaluated price for items conforming to the salient characteristics specified for each item.
