- NASA/GSFC has a requirement for 7(seven) Laser Diode Arrays for DESDynI-Lidar LaserDevelopment. The scope of this requirement includes: (1) identification of commercial vendors of QCWhigh-power LDAs who are interested and capable of meeting the space-flight application ofDESDynI-Lidar; (2) vendor submission of LDA product literature and description ofapplicability of their product to the DESDynI-Lidar space-flight laser build; (3)selection of one or more vendors of LDAs (4) delivery of 7 (seven) each 400 W laser diodearrays (LDA) from each of the selected vendors. See Attached Statement of Work.NASA GSFC anticipates multiple awards of Firm Fixed-Price type contracts, an anticipatedaward date on or about November 8, 2010. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. This procurement will be processed using the procedure in FAR Part 13 using SimplifiedAcquisition Procedures, and the Procedures set forth in FAR Sub Part 13.5 'Test Programfor Certain Commercial Items'. This procurement will be a Full and Open Competition and is being conducted under theauthority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The followingprocedures apply to this procurement. The evaluation factors listed in this solicitationdo not necessarily indicate their order of importance and subfactors, if any, may not beindicated. A competitive range determination may not be made. Award without discussionsmay be made. Negotiations may be held with one or more offerors but not necessarily withall offerors in the competitive range if one is established. Comparative evaluations ofoffers may be made. Offers will be evaluated inclusive of transportation charges from theshipping point of the supplier to the delivery destination. Award will be based upon anassessment of price and other factors. The award document may be a purchase order or acontract at the discretion of the Contracting Officer. Notifications to unsuccessfulofferors shall be given only if requested. Questions regarding this acquisition must be submitted in writing via e-mail toiris.r.fowler@nasa.gov no later than 10/14/2009. It is the quoter's responsibility tomonitor this site for the release of amendments (if any). Potential quoters will beresponsible for downloading their own copy of this notice, the on-line RFQ and amendments(if any). An ombudsman has been appointed - See NASA Specific Note 'B'.
