Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is FA8601-11-T-0001 issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The associated North American Industry Classification System (NAICS) code is 334516. Size standard is 500 employees. FWHM @ 1.33 MeV Warranted: ≤ 2.10 keV Peak Shape, FW.1M/FWHM Typical: ≤ 2.00 Peak Shape, FW.02M/FWHM Typical: ≤ 3.00 Peak to Compton Ratio, Warranted: ≥ 62 Nominal Relative Efficiency: 60% Endcap Diameter: 95 mm Includes 30-liter Dewar for downward looking application Front Loading Lead Shield: 4 inches of lead surrounding an interior cylinder of 11 inch diameter by 16 inch interior height with a Tin and Copper liner includes table to house shield. SHIELDED CAVITY DIMENSIONS: 28-cm I.D. x 40-cm high(11-in. I.D. x 16-in. high). SHIELDING TYPE: Solid-cast virgin lead with steel casing and a graded-Z liner of copper and tin will be provided for the suppression of lead x-rays. SHIELDING SPECIFICATIONS: 9.5 mm (3/8 in.) low-carbon steel casing 101 mm (4 in.) The bulk shielding material will be certified Doe Run virgin lead (4-in.-thick). 0.5 mm (0.02 in.) tin sheet liner 1.6 mm (0.064 in.) soft-copper sheet liner. Lid will have stops for opening and closing, height adjusting screw and knobs or handles. SUPPORT STAND will be made of low-carbon steel square tubing and plate. Stand will have four leveling feet which will allow for up to 15cm (6") vertical adjustment. EXTERNAL DIMENSIONS Table Stand: 61-cm square x 77-cm high (minimum) [24" square x 30 1/8" high (minimum)] Assembled Height 139 cm (minimum) to 154 cm (maximum)[54-3/4 in. (minimum)to 60-3/4 in. (maximum)]. The low-background lead shield will feature an 11-in.-diam x 16-in.-deep cavity, suitable for accommodating 4-liter Marinelli beakers. The support stand and shield jacket will be made from low-carbon steel. All external surfaces will be finished in a durable, attractive textured polyurethane. Internal (copper and lead) surfaces are to be polished and coated with a clear acrylic lacquer to minimize tarnishing of the copper liner and prevent human exposure to lead. The following will be supplied: Installation and maintenance manual Touch-up paint Assembly tools Lifting eyes and lid restraint brackets This shield will combine a front loading door, capable of swinging open 180 degrees, with the split-top lid to include a pivot mechanism. Contract financing is NOT provided for this acquisition. The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror(s) whose quote is the lowest price technically acceptable. The Government intends to award without discussions and the Government reserves the right not to make an award at all. By submitting a quote, the offeror acknowledges the requirement that a potential awardee must be registered in the Central Contractor Registration (CCR) prior to award. Quotations may be in any format but must include requirements found in Instructions to Offerors (FAR 52.212-1), including: proposing company's name, address and phone; point of contact's name, phone, and email; quotation date; quotation number; total price; identify any discounts; how long the quote is valid (minimum of 30 days); lead time after receipt of order; and warranty information. Quoted price shall be FOB destination. Delivery location is Wright-Patterson Air Force Base, Ohio. Quotations MUST contain a complete description of item offered to clearly show item meets or exceeds all requirements listed in the Minimum Specifications. Quotation shall provide a point-by-point comparison to each item listed in the minimum specifications. A general overview, general comparison, or statement such as "able to provide the requirements" or "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
