Description
The Marine Corps Systems Command, Quantico, VA intends to award a Firm Fixed Price, Sole Source contract under authority of FAR 6.302.5(b)(5) to Nevada Automotive Test Center (Division of Hodges Transportation, Inc.) P.O. Box 234 Carson City, NV 89702 for Logistics Vehicle System Replacement (LVSR), vehicle stability testing. Previous testing has identified stability concerns when operating the LVSR vehicle under certain driving and payload conditions, exhibiting stability to instability quickly and without indication of a non-recoverable event. This effort will address the need to establish any operational limitations of the LVSR from the standpoint of handling response under various payloads. Nevada Automotive Test Center will use modeling and simulation techniques to perform a dynamic analysis of the LVSR vehicle. Provide test facilities, courses, instrumentation, consumables (e.g. fuel, oil, and lubricants), test personnel, and technical support necessary to conduct evaluation of the LVSR vehicle under certain real world operational scenarios. Conduct analysis to include a prioritized list of dominant causes and proposed changes, and a trade study analysis of the effect each may cause on other vehicle requirements. Estimated magnitude of the contract value is $200,000 to $400,000. Requirements analysis is required 10 days after award of contract. The North American Industry Classification (NAICS) Code is 541380, Testing Laboratories. This notice is not a request for competitive proposals. However, interested parties that are HUBZone certified may identify their interest and capability to meet the requirements by submitting a white paper, technical data for this requirement, and past performance data no later than 13 October 2010 at 2:00 pm EST, to John Young, Marine Corps Systems Command, 2200 Lester Road, Quantico, VA 22134, or john.e.young2@usmc.mil. Responses received by 13 October 2010 at 2:00 pm EST will be considered by the Government. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make a vendor offeror ineligible for award.
