Description
U.S. Army Research, Development and Engineering Command intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Spectral Dynamics (CAGE: 4K600), 347 West Patrick Street, Frederick, Maryland 21701 for the procurement of Modal Software Upgrades for STAR License 1054 (Part Numbers 3410-9320 and 3410-9325), Hardware Channel Expansion for Jaguar 2580-1271 (Part Number 2560-9400), and MIMO Training (2580-1271 OST). This notice of intent is not a request for proposals or quotations. This is an upgrade to an existing system, for which Spectral Dynamics has proprietary rights, and has been determined to be in the best interest of the Government to award based on sole source. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 11:00 am EST, 22 October 2010. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMCC, AMSRD-ACC-BB (Pagano), 4118 Susquehanna Ave., APG, MD 21005.
