- PURCHASE DESCRIPTION/SPECIFICATION SOLICITATION AUTHORITY: 10 U.S.C. 2304 (C)(1) Sole Source Requirement The Air Force plans to procure one (1) Digital Data Collection System in support of Heat Treating Activities. This system must be in accordance with the Purchase Description/Specifications NO SUBSTITUTIONS ALLOWED. The solicitation issue date is 05 Oct 2010. Offers are due on 18 Oct 2010 The entire solicitation will be made available only on FedBizOpps (FBO) website at: http://www.fbo.gov. All current and/or future information about this acquisition, i.e. solicitation, amendments, purchase specification, and Q &A's will be distributed through FBO. Therefore, interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. AUTHORITY: 10 U.S.C. 2304 (C)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLCIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.301-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT Nadcap certification in Heat Treating Places stringent requirements on data collection and storage. To become compliant with Air Force regulations addressed by Nadcap, our ability to accurately collect, store and analyze heat-treating data must be upgraded. The software that runs the Honeywell Multitrend SX data recorders is the only system designed specifically for Nadcap compliance and is currently being used to verify temperature uniformity in the heat treating furnaces. It is currently in use on two of the furnaces as a requirement for new furnaces and control system updating. In order to become Nadcap compliant it is necessary to integrate these standalone units into a complete system that collects, archives, and analyses furnace data securely. Since the proprietary data encryption integrated into the Honeywell system requires matching equipment to form a viable data system, it is necessary to purchase matching equipment for the rest of the furnaces. The Honeywell Automation and Controls division has a legal arrangement giving distribution rights to their distributions based on geographic territories. Wilson Mohr has the distribution rights for Utah and is the only vendor through which these instruments can be purchased.
