- The Department of the Navy, Space and Naval Warfare Systems Center, SanDiego (SSC Pacific) intends to issue solicitation No. N66001-10-R-0054 for theaward of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost PlusFixedFee (CPFF) contracts to provide C4I Test and Evaluation, IV&V, and SSASupport. Awardees of contracts under this RFP will compete for task orders toperform actual work. Each contract will be awarded for the entire estimatedlevel-of-effort specified in the RFP; however, the competition of task orders mayreduce each awardees actual total effort to a level significantly below theceilingvalue of each award. The prospective contract will have a one-year base periodwith four one-year options. The estimated level of effort for the totalrequirement is 447,391 hours. This is a full and open competition, anticipatedto result in the award of an estimated two to five contracts. Small Businesses(SB) are especially encouraged to submit proposals as prime contractors. TheGovernment desires to issue one or more awards to SBs. The NAICS code forthis procurement is 541330. The incumbent contractors are General DynamicsInformation Technology (N66001-06-D-0031), Integrits Corporation (N66001-06-D-0082), Syzygy Technologies, Inc. (N66001-06-D-0083), L-3 Services, Inc.(N66001-06-D-0084), Stanley, Inc. (N66001-06-D-0085) and Serco, Inc.(N66001-06-D-0086). A Bidders Mailing List will not be established and hardcopies of documents will not be provided. The solicitation will only beavailableelectronically on the Space and Naval Warfare Systems Command E-CommerceWeb Page at https://e-commerce.spawar.navy.mil under SSC Pacific - OpenSolicitations. Any amendments, when issued, will also be available only on thisweb site. Issuance of the solicitation is estimated for 15 October 2010.Matters posted on the web site are not terms of the solicitation unless thesolicitation is written or amended to include such matters.
