- The requirement is based on the following: The U.S. Department of Energy's Office of Environmental Management (EM) has committed to making cleaned up EM lands available for use as "Energy Parks" - areas where private ventures aimed at green energy research and production can be located. The Hanford Site in Richland, Washington has roughly 60 square miles designated for future industrial use under its Comprehensive Land Use Plan that can be used for energy production projects consistent with the EM vision. At the Hanford Site, there is no clear consensus view of what the "right" projects are - or even whether the lands should be developed at all. Three separate stakeholder segments have widely disparate values and beliefs on the subject and have thus far refused to work toward compromise. DOE cannot move forward on the Energy Park initiative without some common ground being established among these stakeholders Accordingly, DOE seeks expert process design and facilitation to 1) understand the parties, what drives their viewpoints, and where the ability to compromise and collaborate might exist; 2) develop a facilitation process by which the parties can set aside politics and emotion and work toward common ground; 3) actively talk the parties toward that common understanding and a potential shared vision during an all-day session; and 4) recommend to DOE next steps and a path forward toward success on this important initiative. This notice is not a request for proposals and in no way obligates the Government to award any contract. As a result of this notice, the Government may award a sole source contract for a period of up to two months. The statutory authority permitting other than full and open competition is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
