- This is the complete Scope of Work Phase I and Phase II for the Digital Imaging. SEE ATTACHED SCOPE OF WORK IN PDF FORMAT. Contractors shall bid on each option for Phase I and Phase II. Contractors are advised to provide their most competitive price on each option for Phase I and Phase II. Once offers are received, the Government shall determine what option under Phase I provides the best value to the Government. The lowest priced offeror for the Phase I option that provides the best value to the Government shall be selected for award. The Phase II pricing will not be factored into the award decision. However, the Government reserves the right to award any of the Phase II options proposed by the lowest priced offeror for the Phase I option that provides the best value to the Government.
