- This is a combined synopsis/solicitation for commercial items. The Michael E. DeBakey VA Medical Center (MEDVAMC) has a requirement for grounds maintenance services, solicitation number VA256-10-RP-0217. The solicitation is issued as a request for proposal (RFP). Contractor is to provide all tools, equipment, supervision, labor, and materials to maintain the grounds at the MEDVAMC, 2002 Holcombe Blvd., Houston, Texas 77030.
