Description
Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 1, Providence VA Medical Center 2.Description of Action: This is a request for other than full and open competition for the procurement of ALS/BLS Ambulance services from Alert Ambulance Services. 3.Description of Supplies or Services: Provide ALS/BLS Ambulance Services for eligible veterans from their home to the hospital or clinic and back. Service is necessary to ensure proper care of veterans. 4.Statutory Authority: (x) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Validity of Use of Statutory Authority: This requirement for ALS/BLs was awarded to Alert Ambulance via a competed contract on April 1, 2007. A new contract is being solicited for long term ambulance services. The contract action has been delayed and will not be in place by the required date of October 1, 2010. To ensure required coverage continues without interruption an interim contract is being issued while a long term contract is being competed. Alert Ambulance is already in place and has all required background investigations completed. No other company would be able to meet those requirements in a timely manner to ensure there would not be a break in service. This acquisition is for a base term of three (3) months with one (1) three (3) month option period. 6.Actions to Promote Competition: The length of time this contract is in place is limited. This interim contract will allow for better competition of a long term contract. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 269,000.00. This price is determined fair and reasonable based on historic pricing and average cost of contracts currently in place at the VA Medical Center. 8.Market Survey (FAR 10): NA. 9.Other Considerations: N/A 10.Listing of Sources that expressed, in writing, an interest in the acquisition: Samaritan, Universal Ambulance Services, Alert Ambulance Service, New England Ambulance Services, and Coastline Ambulance Services. 11.Statement of Actions to Overcome Barriers to Competition: This is an interim contract to allow services to continue while competing a long term contract. 12.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. ____//es//__________________________9/27/2010__________________ Name: Kimberly ChoplinDate Title: Contracting Officer Facility: Providence 13.Approvals in accordance with FAR 6.304 ____//es//_________________________9/27/2010_____________________ Name: Kimberly M.
