Description
This is an overseas requirement and exempt from the requirements under FAR Part 19. It is not a set-aside or otherwise. The period of performance will not be advertised herein due to security operational requirements of the United States Civilian and/or Military Expeditionary Forces. The estimated date for issuance of the solicitation is on or about 8 October 2010. The response date specified in this synopsis as 12 October 2010 is the estimated date when proposals will be due. A copy of the solicitation will be provided to those approved/authorized Expeditionary Service Contractors as determined by the Contracting Officers. Interested Offerors, with the exception of those offerors that have approved Husbanding Agent contracts with FISC Norfolk, must submit a written request to the Contracting Officer by 7 October 2010, along with proof (i.e. licenses in the country or by the US Embassy) of being able to operate in the locations of Suriname and Guyana. One award will be made for both locations. If proof cannot be validated by the Contracting Officer, a copy of the RFP will not be provided. The contract award is estimated to be on or about 14 or 15 October 2010. The approved list of materials, support and authorized approved sources for bottled water requirements will be specified in the solicitation. OBJECTIVE: The primary objective of this contract is to obtain Expeditionary Logistics and Life Support Services for U.S. Navy forces, and other designated personnel, operating ashore in GUYANA (GUY) and SURINAME (SUR).SCOPE: The Expeditionary Services Contractor (ESC) shall provide logistics and life support to expeditionary Naval forces operating in GUY and SUR. This ashore presence is part of a larger U.S. Southern Command (SOUTHCOM) directed mission: Continuing Promise 2010 (CP10). Approximately 300 medical, logistics, engineering and security personnel will be moved daily from USS IWO JIMA (LHD7) via U.S. Navy and contracted sea and air assets to the ports of New Amsterdam, GUY and Paramaribo, SUR. Additional helicopter landing zones are scattered around the operating areas and have been previously coordinated with Host Nation forces. From those locations personnel will be distributed via contractor provided transportation to local medical and engineering work sites. Each of these operating locations will require some level of logistics life support for day time medical and engineering efforts. Most personnel will depart daily to the ship for overnight lodging. However, small numbers of forces may remain overnight in the field or in commercial lodging for security and set up/break down of patient screening facilities. Host Nation military/police will provide all necessary force protection and site security services as previously arranged by the Military Group in GUY and SUR.
