- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45. The solicitation is a 100 percent set aside for small business under NAICS code 45312, which sets the small business standard at 50 employees. This requirement is for a Liquid Propane (LP) supplier to provide leased LP storage tanks and on call LP deliveries to the Umatilla Chemical Depot, Hermiston, OR., which is the delivery and acceptance FOB point. The Government anticipates award a Firm Fixed price contract. The following periods of performance for this requirement are as follows: 5 January 2011 through 4 January 2012 Base Year. 5 January 2012 through 4 January 2013 Option Year One 5 January 2013 through 4 January 2014 Option Year Two 5 January 2014 through 4 January 2015 Option Year Three The provisions at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Additionally, 52.212-1, Addenda are included, which provides definitions, specific instructions concerning pricing for this requirement, and additional information to provide with the quote. The provision at 52.212-2, Evaluation -- Commercial Items are not applicable. The Government intends to award a contract resulting from this combined synopsis/solicitation without conducting discussions. The award will be made to the responsible offeror proposing the lowest priced technically acceptable quote. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer or indicate that representations and certifications were completed online at web site http://orca.bpn.gov. Additionally, Offerors are to include a completed copy of the provision at DFARS 252.212-7000, Offeror Representations and Certifications -- Commercial Items. Contract clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. No addenda are issued to this clause. Contract clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
