Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL This sources sought notice is issued in an effort to conduct additional market research for information and planning purposes. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking potential sources to provide an electronic prescribing (e-prescribing) solution through a secure network for the VA Health Administration Center's (HAC) Meds by Mail (MbM) Program. MbM is designed to provide comprehensive outpatient mail pharmacy services to qualifying beneficiaries of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). There are two MbM servicing centers; one located in Dublin, Georgia and the other in Cheyenne, Wyoming. MbM processes over 2 million prescriptions annually for eligible CHAMPVA beneficiaries located throughout the country. The requirements for the services are listed below: 1. The solution will allow (non-VA) providers located throughout the country with certified e-prescribing software and capability to electronically send prescription information to the MbM pharmacies via a secure network. The output of the data transmission should be compatible with standard fax hardware and software to allow for immediate receipt of electronic prescription data from providers. Additionally the vendor will evaluate the VA HAC pharmacy information system (VistA) to allow for full e-prescribing functionality. 2. Electronic prescription data transmissions must meet the National Council for Prescription Drug Programs (NCPDP) SCRIPT standards, currently 5.1, used to facilitate the transfer of prescription data between pharmacies and prescribers. The current standard supports messages regarding new prescriptions, prescription changes, refill requests, prescription fill status notification, prescription cancellation, and medication history. 3. Security: The solution must meet all VA information and network security requirements and all VA patient privacy requirements to maintain data integrity and patient confidentiality during the transmission of data to the VA HAC. The Contractor shall comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) requirements, specifically the administrative simplification provisions of the law and the associated rules and regulations published by the Secretary, Health and Human Services (HHS), the Health Insurance Portability and Accountability Act Security Compliance Memorandum (HA Policy 06-010), the Security Standards for the Protection of Electronic Protected Health Information. All interested parties are requested to provide the following information: Company name, address, point of contact information, size and business status (small, large, veteran owned etc.), location, DUNS number, GSA Schedule information, if applicable; and a description of the firm's capabilities with respect to the requirement described. Responses should not exceed 10 pages in length and should be sent by email to the contracting officer. Respondents are requested to provide information via email to the contracting officer Janice.Bertapelle-Anderson@va.gov no later than 4:30 PM October 18, 2010 local Denver, Colorado time.
