Description
RECOVERY. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This project is funded through the American Recovery and Reinvestment Act of 2009. The U. S. Department of Agriculture, Agricultural Research Service, has awarded a firm fixed priced contract to Vigil Contracting Inc. under contract AG-3615-C-10-0015 for construction. The contract is to provide all labor, supervision, tools, and materials be provided to install a 400KW diesel generator at the Beneficial Insects Introduction Research Unit (BIIRU) located in Newark, DE. The base bid included but was not limited to, demolition of an existing manual transfer switch, pouring a concrete pad and duct bank, installing a 400 KW diesel generator with chain link security fence, installing conductors and electrical connection to the main distribution panel. Bid Option No. 1 included but was not limited to, installation of control wiring, conduit and programming to monitor the emergency generator through the existing building automation system. This sole source contract was issued in accordance 41 U.S.C. 253 (c) 5, as implemented by FAR 6.302-5 (b) (4). These authorities state that Full and Open Competition does not need to be provided when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. As such, Vigil was determined to be responsible based on its past experience in working with ARS, NAA in Fort Detrick, MD and Newark, DE. Three (3) Performance Assessment Reports were retrieved from PPIRS. Reference checks noted excellent and outstanding quality workmanship for the timely completion of the contracted work.
