Description
The Office of Naval Research (ONR) intends to award a Cost Type, sole source contract under the authority of FAR 6.302 on or about 12 October 2010, for a 24 month period to University Corporation for Atmospheric Research (UCAR/NCAR), Boulder, Colorado. The estimated value of the contract is $298,914.00. In accordance with FAR 5.203, the notice will be published at least 15 days. The prospective contractor shall provide support to the Interaction of Typhoon and Ocean Project (ITOP) that includes, project planning, field deployment, development and maintenance of an on-line Field Catalog, data processing of selected operational and research data, and longer term archival support for the ITOP 2010 Deployment. This requirement is being procured on a non-competitive basis because the National Center for Atmospheric Research (UCAR/NCAR) is the only facility that can routinely produce the products down linked from the aircraft and provide the data online essentially real-time. Additionally, UCAR/NCAR provides an in depth knowledge of the program due to their previous work and experience with ITOP, that is needed to successfully complete this requirement. The Office of Naval research requires the central archive provided by UCAR/NCAR to facilitate wide and broad use of the information to the science community. All responsible capable offerors may submit a capability statement, proposal, or quote and shall be considered.
