- Description
- The Naval Air Systems Command, Precision Strike Weapons Program Office (PMA-201), intends to award a firm-fixed price contract to Lockheed Martin Corporation, Cage Code 94271, for The Dual Mode Laser Guide (DMLGB) weapon system Block II Class I Engineering Change Proposal (ECP) for the United States Navy. The DMLGB weapon system is compatible with the F/A-18A-F and AV-8B platforms. The objective of this effort is to contract with Lockheed Martin for a fourteen (14) month design, implementation, integration/verification, and test support required for the qualification and delivery of a DMLGB weapon system Block II Class I Engineering Change Proposal (ECP); meeting the performance requirements of Performance Specification (PS) PMA201-05-002 and Interface Control Document (ICD) PMA201-05-003. Use of the approved source will mitigate risk of invalidation of previously obtained safety certifications and flight clearances for Navy aircraft. Lockheed Martin is the Original Equipment Manufacturer for the DMLGB and all associated technical data is proprietary. As the only designer, developer, manufacturer and supplier of the DMLGB, the above listed firm possess the peculiar engineering capability, resources, expertise, intricate knowledge and proprietary technical data necessary to satisfy the Government's need and schedule requirements for the DMLGB. This acquisition is being pursued under the statutory 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one or a limited number of responsible source(s) and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless otherwise stated herein, no additional written information is available. Request for written information will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government does not own the data or the rights to the data required to purchase this component from other sources. It has been determined to be uneconomical to buy the data or rights to the data. Subcontracting opportunities may be available and should be sought by contacting the above listed firms. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award is in the DOD's Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract.
