- This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors other than American GFM Corporation with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to support the repair and maintenance of one Ultrasonic Cutting Machine located on Hill Air Force Base, Utah. The Air Force is in the process of preparing documentation to gain the required approval to issue a sole source request for proposal to American GFM Corporation which has supported the Air Force in this capacity within the past five years. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. American GFM Corporation is the only known source that has the requisite equipment expertise of executing required calibration and repair services with the OEM equivalent parts and proprietary software data being used by the 309th CMXG. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and equipment specific response presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to update and procure OEM equivalent parts and the proprietary software used on the Ultrasonic Cutting Machine Model US-40 manufactured by the American GFM Corporation. (2) They possess the necessary knowledge, experience and capability of providing standard repairs and maintenance of the US-40 Ultrasonic Cutting Machine. (3) And they have the capability and demonstrated experience to perform calibration and compensation procedures on this machine. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement.
