DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, Puget Sound Seattle VA Medical Center 2.Description of Action: This justification for other than full and open competition for the procurement of a Siemens Medical Engineer to come on-site to re-configure the DICOM Store and Worklist on Siemens X-Ray system; RJF system, Aristos DR system, and the ARTIS Angio system with the 3D extension, the Syngo Workstation so that these systems can get Worklist and send images to the new AGFA PACS which are critical for patient procedures. In order to install the new PACS the equipment manufacturer has to work with the PACS manufacturer to allow for the proper communication between the each system that will send the radiology pictures to the new VISN AGFA PACS system. This has been attempted without the Siemens without success and we are now on a deadline with AG-FA and the VISN to have this completed ASAP. 3.Description of Supplies or Services: This requirement is for Biomedical service call for the Siemens DR, Radio/Fluoroscopy, and Angio system, used in Radiology for non-invasive diagnosis. The vendor will send a repair technician to configure and verify the connection to the new AGFA Server on the Siemens equipments during the move to the new PACS system. The manufacturer has the knowledge of how its equipment communicates with third party imaging systems. 4.Statutory Authority: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: The on-site support needed for the new PACS require OEM support due to proprietary access to the Tech Support to solve the PACS problems. The DICOM information is specific to the Versions of Subsystems and Model of the Siemens system, owned by the VAMC. The support needed is only available from Siemens Medical owner of the communication protocol knowledge for transfer for images to third party systems, in this ease AGFA. The vendor will only invoice for actual hours used. Delay in the award of this requirement will delay treatment of Veterans requiring Siemens X-ray systems and the failure to meet VISN deadlines to have the PACS system fully on line. 6.Actions to Promote Competition: The requesting service contacted two different vendors before, DITEC and RSTI, but they have to fly here from Cleveland and buy the service from the original manufacturer. According to the requesting office, the VAMC Service Center in Hines IL, does not provide on-site support and has no known secondary source. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $6,530.00 Per the requesting office, pricing is determined fair and reasonable based on evaluation of several repairs done for the VISN by this vendor, and historical pricing is consistent with the quoted rates of the vendors quote. 8.Market Survey (FAR 7.102): Service on the Siemens Luminos Radio/Fluoroscopy system, ARTIS Angio system, Syngo 3D Workstation, and Aristos DR system, requires OEM service to successfully complete the new Radiology PACS install. Requestor stated she sought FSS sources via VA Advantage, which produced no results. 9. Other Considerations: Quoted price represents three components which are not all expected to be utilized. Actual invoices shall reflect what is actually used and which is expected to result in a lower overall price. 10. Listing of Sources that expressed, in writing, an interest in the acquisition: None 11.
