Description
EPA intends to award a 4-month extension to a current contract, EP-D-06-003 with Research Triangle Institute, Research Triangle Park, NC, on a sole source basis. The current contract was previously competitively awarded and is to expire 10/31/10. A follow-on competitive procurement is in process, however, will not be awarded before EP-D-06-003 expires. The contract is currently in its Option IV period, which includes 8,000 base hours and ten (10) 1,000-hour increments. The 4-month extension will require no additional effort than previously negotiated. The program relies on this contract support for cost, benefits, and economic analysis, as well as regulatory impacts and quality management for major Office of Air and Radiation rule makings. Any interruption in this support poses a significant risk of missing statutory and court-ordered deadlines. Many of these deadlines will occur within the next 12 months, which requires analysis support well in advance of those deadlines. Specifically, the National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), and review of National Emission Standards for Hazardous Air Pollutants (NESHAP) are some of the regulatory efforts with approaching deadlines. RTI has been providing support for these programs since Contract EP-D-06-003 was awarded in 2006. They are uniquely qualified to provide the additional four-month effort because timing is critical and no other contractor would acquire the knowledge and expertise pertaining to the regulatory sectors in the time frame that is required. No Request for Proposal is available and this notice of intent is not a request for competitive proposals. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Karen Watson at watson.karen@epa.gov for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is obtainable. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, the contract with Research Triangle Institute will be extended by a 4-month period.
