- The Department of Veterans Affairs, VISN 11, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Safe Step Recovery of Westland, MI. NAICS 624229 applies; the small business size standard is $7.0 Million. The Contractor shall provide monitored housing for veterans in recovery from Substance Use Disorders. Participants in this program have been assoicated with decreased use of high intensity services at the VA Ann Arbor Healthcare System (VAAAHS) like inpatient stays and partial hospitalization programs. The agreement is for for the period from 1 November 2010 to September 30, 2011 with four (4) additional one (1) year options. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 3:30 pm on October 15, 2010.
