Description
This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals. Purpose of the Announcement: In accordance with the FAA Acquisition Management System (AMS), Paragraph 3.2.2.4, this announcement is to inform industry of the basis of the FAA's decision to contract with a selected vendor using single source procedures. The FAA intends to award a Firm Fixed Price Blanket Purchase Agreement (BPA) for Commercial Power Supply Upgrade Kit LPTA P/N 900609-105 for the FAA logistics center. Power Supply Assembly Kits are required in support of AJW-143 Navigation and Landing Systems. The FAA has made a single source determination insofar that dB systems produces a proprietary power supply assembly which was designed as part of the FA-10369 LPTA antenna system that was also developed by the proposed contractor. The FAA regards the critical operational nature of these items paramount to public safety. Although other vendors were contacted during the FAA's market research phase to attempt to reverse engineering of the power supply assembly, the resulting products were not cost effective. It would not be cost-effective or practical for any other sources to acquire and/or develop manufacturing capabilities for the item given the FAA's delivery requirements and procurement lead time for these items. A pricing will be based on the current commercial catalog prices of the vendor and terms provided to the firm's "most favored customer". A competitive solicitation is not available for the procurement.
