Description
Recovery Action: Numerous facilities located at ORNL have been idenfitied as structures for decontamination and demolition due to the condition of the buildings and their continued degradation. The Integrated Facilities Disposition Project Critical Decision document provides the available information pertaining to each facility's physical condition and extent of contamination. For many buildings, this information is insufficient to prepare a well-defined cleanup solicitation or waste profiles for the disposition of generated waste. The technical support required by ORO EM includes activities associated with planning and implementing independent facility characterization and verification. ORAU will review data and identify information gaps for the buildings related to this effort, to include reviewing existing data, conducting walkthroughs, interviews, and non-intrusive sampling. After identifying needs, ORISE will develop detailed plans and conduct surveys and investigations to determine the extent of contamination, develop waste plans, advise the demolition contractor, and verify implementation of their plan. DUNS: 041152224 Rationale for using other than a fixed price and/or competitive award: A competitive award was not used since starting the work immediately was imperative and Cotnract DE-AC05-06OR23100 is a Cost Plus Award Fee contract in which the independent environmental assessment and verification work is within the scope of the original procurement. In addition, the nature of the work requires some flexibility to accomplish and; therefore, would not be feasible to award the effort as fixed price.
