- Award Notice Rework and Repair Main Entry Gates VA248-C-1593 Justification for Other Than Full and Open Competition 1. The Department of Veterans Affairs, VA Medical Center West Palm Beach has issued a sole-sourced firm fixed price contract to TL Services Inc, 4733 Kibler Road, Van Buren AR 72956-8406. 2. The contract is for Repair and rework of the medical center entry gates located on Military Trail and Blue Heron Boulevard. Total amount of the contract is $119,726.21. 3. This sole source contract was issued under the authority FAR 6.302-5(b) (6) Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). 4. The contractor is registered in VetBiz. Gov as required by VA IL 049-07-08. 5. The cost is considered to be fair and reasonable based upon comparison of the contractor's proposed price to the Government estimated costs. 6.. Market research was conducted based upon comparison of construction costs of similar work at other medical facilities. 7. Full and open competition was not utilized for this contract for the reasons stated in paragraph 3 above. 8. As this is a sole source acquisition only one contactor was contacted. 9. There is no barrier to competition as sole source to a Service Disabled Veteran Owned Business is allowed in accordance with paragraph 3 above. 10. The contracting officer hereby certifies that this justification is accurate and complete to the best of my knowledge and belief.
