Description
Combined Solicitation/Synopsis Disposal of Solid Waste General Requirements: The Federal Bureau of Prisons, Federal Medical Center Devens, located at 42 Patton Road, Ayer, MA 01432 is soliciting for the acquisition of disposal for solid waste. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is set aside for small businesses. The North American Industry Classification System Codes (NAICS) is 562212, and size standard is $12.5 million. This combined synopsis/solicitation document incorporates clauses and provisions in effect through Federal Acquisition Circular FAC 2005-44. Description of Items: The waste material will consist of solid and/or wet waste from food service and other departments within the institution. The contractor is solely responsible for full compliance with all federal, state, and local lows, policy, rules and regulations. In the event that two or more of the regulations conflict, the strictest of the regulations, must apply. The disposal of waste shall be in a legally and environmentally safe manner. The Contractor shall provide written documentation stating that the approved landfill meets all Federal, State, and Local regulations. Delivery Schedule / Place of Performance: FMC Devens will provide transportation to the contractor's location; however it must be within 20 miles of FMC Devens. It is estimated that there will be approximately 550 tons of waste per year, and approximately three loads per week. Period of Contract: The period of contract will be from date of award through September 30, 2011. Invoices: Invoices shall be submitted to FMC Devens, P.O. Box 880, Ayer. MA 01432, Attn: Contracting. Each invoice shall bear the following: - Billing address - Remit to address - Invoice date and number - Contract number - Description, place and quantity of service - Weight of refuse per haul - Date the services was provided, and; - A total dollar amount of the invoice. Quotations will be evaluated and award will be based on the price, quality and overall best value to the Government. With your quote provide all certifications and/or licenses. The Government will make award to the responsible offeror whose offer conforms to this solicitation and is most advantageous. Submission of Quotations: Vendors will be required to submit the following information on company letterhead or business stationary directly to the contracting officer: 1) The request for quotation number (RFQ) 2) Schedule of item with pricing 3) Contractor Dunn & Bradstreet Number and Tax Identification Number 4) Completed Representations and Certification or online at https://orca.bpn.gov/ Offers shall be received on or before the deadline of October 14, 2010, at 3:00 PM Eastern Standard Time, via mail.
