- FAR.52-212, 52.212-3, 52.212-4, and FAR 52.212.5 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The Solicitation Number is TOTS-D-11-Q-0002A, and this solicitation is issued as a Request for Quotations (RFQ) for comprehensive mortgage loan performance data. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. This procurement is unrestricted with the assigned North American Industry Classification System code 541990, All Other Professional, Scientific, and Technical Services, and the small business size standard $6.5 million. Residential Mortgage Securities Database - Statement of Work The Contractor shall provide a residential mortgage securities database, which contains loan-level raw data on performance and characteristics of the securitized residential mortgage loans in the United States. The database shall represent at least 90 percent of the securitized jumbo mortgage pools and the asset-backed securities (ABS) market (which is mostly subprime and Alt-A). The securitized option ARMs and modifications of securitized loans from major data providers should also be captured in the database. The Contractor shall provide both daily updates and historical data of the past 15 years in minimum for information related to origination, prepayment, delinquency, foreclosure/REO, loss amount, and loan characteristics (such as LTV, FICO scores, product, documentation, property type, and location) of the securitized jumbo, subprime and Alt-A mortgage loans in the U.S. The database shall be accessible 24/7. The Contractor shall submit a quotation for mortgage securities database (including 1-4 family; whole loans purchased and home equity loans) and licensing agreement to the Office of Thrift Supervision, 1700 G Street, NW, Washington, DC 20552. OTS requires a twelve (12) month subscription. Pricing for a twelve (12) month subscription shall be submitted for each of the Contract Line Items listed below: Contract Line Item 0001 - Asset Backed Securities (ABS) Loan Level Database Updates and Historical Data (ABS) Contract Line Item 0002 - Mortgage Backed Securities (MBS) Loan Level Database Updates and Historical Data (MBS) The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (see attachment for 52.212-5 applicable clauses) apply to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and price related factors considered. Offerors shall submit descriptive literature and technical features offered. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the items offered. Shipping is FOB Destination.
