Description
1.This is a SOURCES SOUGHT NOTICE for market research purposes ONLY to determine the availability of firms to perform high quality workplace facilitation, mediation, conflict coaching, training, and team-building and provide professionals with organizational development, conflict management, dispute resolution and change management expertise. There will be no resulting contract action made from this Sources Sought Notice. No solicitation is available at this time; therefore, do not request a copy of a solicitation. Potential offerors having the skills and capabilities necessary to perform the work as outlined in the project description below are invited to provide feedback. Responses will be used to evaluate standard commercial practices for fulfilling this type of requirement. We encourage all firms capable of providing these services to respond. The anticipated NAICS Code is 541612, with a small business size of $7,000,000.00. 2.PROJECT DESCRIPTIONThe Office of Collaborative Action and Dispute Resolution (CADR), established in October 2001, is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of the Department of the Interior. The CADR office is seeking to develop an acquisition solution for conflict management in the work place. Workplace conflict management in DOI is addressed through the DOI CORE PLUS program. CORE PLUS represents a DOI-wide effort to promote a culture where employees are able to recognize and respond to conflict in constructive ways that decrease tensions, increase understanding, improve problem-solving, and produce better results. The CORE PLUS system is designed to address and resolve any workplace or employment issue including informal workplace disputes, administrative grievances, and Equal Employment Opportunity (EEO) matters. The CADR office promotes, coordinates, and facilitates greater use of conflict management, alternative dispute resolution and collaborative problem-solving processes throughout the bureaus and offices of DOI. To fulfill this mission, the CADR office is seeking to develop contracting instruments that would enable DOI bureaus and offices to efficiently procure the services of high quality facilitators, mediators, conflict coaches, trainers, organizational development professionals, conflict management professionals, and other professionals to help individual employees and teams to better manage conflicts, improve organizational function and engage in collaborative problem-solving. DOI is seeking contractor(s) that have the resources to provide Conflict Management Professionals (CMPs) in all of the geographic regions in which it operates nationwide. The Department of the Interior is fulfilling its commitment to institute an integrated workplace conflict management system that creates an environment throughout the organization for raising all kinds of concerns, listening and being heard respectfully, and solving problems effectively. An integrated conflict management system helps to develop a workplace where issues, ideas and concerns can be raised at the and resolved at the earliest opportunity with confidence that concerns will be respectfully heard and responsibly dealt with 3. CAPABILITY STATEMENT (The submission is limited to 10 pages).a.Offerors name, address, point of contact, phone number, DUNS number, and e-mail address.b.Offerors interest in submitting a proposal on the solicitation when it is issued.c.Offerors capability to perform a contract of this magnitude (approximately $500k to 1M annually, for 5 years, totaling $5M) and complexity and comparable work performed within the past 3 years, including a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project-. Please provide at least 3 examples.d.Offerors office locations and staffing. 4.BUSINESS SIZE a.Identify type of business and business size (small business, HUBZone small business, service-disabled veteran-owned small business, veteran-owned small business, or 8(a) contractor).b.Offerors Joint Venture information, if applicable, existing and potential. This Sources Sought Notice may not result in a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. Short statements regarding the company's ability to demonstrate existing-or-to be developed expertise and experience in relation to the areas specified herein may be submitted. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a pre-requisite to any potential future offerings, but participation will assist the Department of Interior in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only. Respondents will not be notified of the results of the evaluation. All interested contractors should provide their submissions via email by 2:00PM Eastern Standard Time on October 8, 2010.
