- Notice is revised to remove language - FULL AND OPEN COMPEITION This requirement is RESTRICTED to the United States and Territories in accordance with FAR 6.302-1(a)(1) and (2). Only offerors residing within the United States and Territories are eligible to submit a proposal. This notice is solely a notification of the Governments intention to issue a soliciation. Once a formal solicitation is issued potential offerors will, after submission of a Non-Disclosure Agreement to the Contracting Officer, be able to view Technical Data.
