Description
Draft PWS SUBJECT: The Air force District of Washington is conducting Market research on behalf of Air Force Medical Support Activity (AFMSA). DISCLAIMER: This is not a request for proposals or a request for quotations; it is strictly a Request for Information (RFI) only. Neither, unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. The US Air Force is currnently seeking companies who are currently performing similar duties idetified in the attached PWS. No contract will be awarded pursuant to this RFI. BACKGROUND: Prior to the sequencing of the human genome, physicians and healthcare providers primarily relied on patient and family health history to assess personal disease risks. Recent advances in genomics and bioinformatics have enhanced providers' ability to estimate disease risk factors which allows them to pursue genome informed treatment options, and potentially maintain better health. Access to the entire human DNA sequence has allowed investigators to identify genetic defects and gene polymorphisms associated with disease initiation and progression. This information will enhance the effectiveness of specific treatment regimens by providing prediction of patient drug responsiveness and clinical outcomes as well as likelihood of adverse events and tolerability issues with certain drugs. Pharmacogenomics introduced the concept of using molecular markers (biomarkers) to assess drug efficacy and safety and the risk of disease (or its presence) before the appearance of clinical signs and symptoms. Patient Centered-Precision Care (PC2) is the Air Force Surgeon General's program to implement genome-informed personalized medicine. PC2 will provide decision support, information, processes, technologies, and systems to promote evidence-based, coordinated, integrated, and customized patient care for Air Force Medical Service (AFMS) beneficiaries. PC2 is divided into two arms; Clinical (PC2-Clincal) and Research (PC2-Z). PC2-Z will evaluate the impact of providing genomic information on medical outcomes and clinical care provided within AFMS Military Treatment Facilities (MTF); systematically review, evaluate, and summarize medical evidence regarding genomic associations that are clinically actionable for application in clinic setting; and expand the knowledge base of clinically significant genomic associations by researching the correlations between genomic, medical, environmental, and demographic patient information. PC2-Z will develop and enhance existing AFMS information technology systems to capture and analyze genetic information joined with clinical, environmental, and other administrative data to be made available as de-identified data sets for collaboration with academic and federal research partners..
