NAICS Code: 813319 Notice of Intent to Sole Source The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source contract in accordance with the simplified acquisition procedures set forth in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), and under the authority of the Test Program for Certain Commercial Items, as set forth in FAR 13.5, to the National Center for Healthy Housing (NCHH) for training and post-training technical assistance in support of the EPA's nationwide Healthy Homes Initiative. The training courses to be provided are as follows: (1) Essentials for Healthy Homes Practitioners - The flagship course, this training targets health and housing officials, community health workers and local community-based organizations. This course not only provides critical information on the basics of healthy homes but often serves as a catalyst for creating local coalitions that can mobilize resources to address systemic deficiencies in local health and housing programs; (2) Integrated Pest Management (IPM) in Housing - The curriculum for this one-day training is the product of a collaboration between four (4) federal agencies, academia and the private sector and it bares the logos of the EPA, Department of Housing and Urban Development (HUD), Centers for Disease Control and Prevention (CDC), Department of Agriculture (USDA), Pennsylvania State University, the Northeast Regional IPM Center at Cornell University, and the National Pest Management Association. This course has been the linchpin for successful initiation of IPM programs in public housing and section 8 housing across the country; (3) Health Opportunities in Energy Audits and Upgrades - This course was developed with input from EPA, CDC, HUD and the Department of Energy (DOE), as well as from state and local level weatherization experts. The course was developed to provide an opportunity for staff from healthy homes and weatherization programs to explore common issues, including eligibility requirements and audit or assessment parameters, and to identify strategies for combining healthy homes and energy efficiency work for more of a one touch home improvement approach; (4) Launching a Healthy Homes Initiative - This course was designed to facilitate the transition for Childhood Lead Poisoning Prevention Programs (CLPPP) and other single issue local programs to make the transition to a more holistic approach involving multiple environment health and safety issues; (5) Healthy Housing for Code Inspectors - This course trains local code inspectors to understand the connections between resident health and the conditions of local housing and to use this information to identify health-related provisions of state and local housing codes and use these provisions as part of a comprehensive program to improve housing conditions and resident health. The NCHH is believed to be the only source capable of providing the EPA these training courses and continued support for the training component of the EPA's Healthy Housing Initiative for the following reasons: (1) NCHH has been directly involved in federal healthy housing initiatives since their inception and has been integrally involved in the development of courses that form the foundation of training activities carried out by the three (3) agencies that began the interagency healthy homes work group (i.e., EPA, CDC and HUD); (2) NCHH developed the healthy homes training curriculum currently used as part of the National Healthy Homes Initiative and maintains a highly qualified set of trainers operating through a national network; (4) the interagency healthy homes work group, which is composed of seven (7) federal agencies collaborating on a national strategy to promote healthy housing have identified training as a core component of this strategy and have identified the National Healthy Homes Training Center by name as a critical resource for ensuring the delivery of information locally and to train a new green work force equipped to incorporate healthy homes principles into their core work - be it weatherization, community health nursing, code inspection and enforcement, public housing facilities management, etc.; (5) National Healthy Homes Training Center (NHHTC), which is operated by the NCHH, training partners provide national reach for scaling up healthy homes activities nationally; and, (6) quality assurance procedures including train-the trainer programs, ongoing communications throughout the training network and with federal partners and rigorous post-training follow-up activities ensure that all course, no matter where they are delivered or by whom, are high quality, consistent and effective. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that the NCHH is the only source that meets the Government's requirements. No other source has been located which can provide as robust a training curriculum that is required. Notwithstanding, any firm that believes it is capable of meeting the EPA's requirement, as stated herein, may submit its capability by 4:00 PM ET on Tuesday, 5 October 2010, which may be considered by the Government. A determination not to compete the contract based upon the responses to this notice is solely within the discretion of the Government.
