- Subject: Request for Information for providing the United States Marine Corps ™ a Comprehensive Study to Baseline its Operational Energy Use and to Provide Recommended Metrics to Manage / Monitor/ Analyze Future Operational Energy Employment. Purpose: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating and acquisition strategy to support the reporting and operational energy budget validation requirements of the National Defense Authorization Act (NDAA) 2009, Section 902. As stated the NDAA 2009, the term ``operational energy ´ ´ means the energy required for training, moving, and sustaining military forces and weapons platforms for military operations. The term includes energy used by tactical power systems and generators and weapons platforms. The Marine Corps does not have a central process owner or metric(s) to measure and report operational energy. The results of this RFI will support the development of a comprehensive understanding of operational energy in the Marine Corps and the metrics that can be used to measure, analyze, and manage operational energy employment. These metrics will be used to: A) Identify and target key drivers of Marine Corps ™ energy use; B) Provide insights to target change initiatives within the organization, e.g., guide materiel and non-materiel program investments; C) Inform tactical and operational decisions; and D) Enable program risk assessment. Ultimately, this understanding will lead to better informed budgeting decisions regarding operational energy and reporting as required by NDAA 2009. Responses to this RFI shall not exceed seven (7) pages that include the cover letter, discussion and contact information. Subject responses must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated above; (2) Two customer citations describing similar work efforts; (3) Link to respondent ™s appropriate GSA Schedules, if applicable, or other Government-Wide Acquisition Contract vehicles such as Seaport-e; and (4) Other material relevant to establishing the core competencies of the firm. Please identify Large/Small Business size status. Response is due by Friday, October 8, 2010, 1200 p.m., EST. Please submit e-mail responses to Mr. Bradford L.
