Description
Performance Work Statement RFQ (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3E30217AQ01 and is being issued as a Request for Proposal (RFP). The RFP format is attached to this combination solicitation synopsis that will used to submit proposals. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45, effective 01 Oct 2010. (iv) This acquisition is being issued on an unrestricted basis. The associated NAICS code is 561790 with an $7.0 million size standard. (v) Contractors shall submit a proposal using the provided price sheet for the description of requirements to include all tools, supplies, equipment and labor necessary to perform in accordance with the attached Performance Work Statement. A site visit will be conducted on 30 Sept 10 at 0930. All contractors shall meet on the second floor of bldg 503, Charleston AFB. (Note: The site visit is not mandatory but highly recommended) Contact, 2Lt Mark Puffenbarger, at 843-963-5166 or Mark.Puffenbarger@Charleston.af.mil NLT 1200 on 29 Sept 2010 with the names of all who plan to attend. You must have a valid driver's license, proof of insurance, and vehicle registration to get on base. All responsible sources may submit a proposal, which shall be considered. (vi) F1M3E30217AQ01 (Cleaning of hoods and ducts) on Charleston AFB and Charleston Naval Weapons Station, South Carolina. (See attached performance work statement). (vii) The period of performance is one (1) Base performance period of 12 months plus (4) Option performance periods of 12 months each. (1 Oct 10 - 30 Sep 11; 1st option is 1 Oct 11 - 30 Sep 12; 2nd option is 1 Oct 12 - 30 Sep 13; 3rd option is 1 Oct 13 - 30 Sep 14; 4th option is 1 Oct 14 - 30 Sep 15). (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors-Commercial. (ix) FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Price. The Government will evaluate the total price of the offer for the award purposes. 2. Past Performance. Performance factors are significantly more important than price. *If the lowest priced evaluated responsible offer is judged to have a Substantial Confidence Performance Assessment Rating, that offer represents the best value for the Government and the evaluation process stops at that point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of your most recent and relevant projects. Recent is defined as projects with the past three years. Relevant is defined as performance effort involved essentially the same magnitude of effort and complexity this RFP requires. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).
