- FEDBIZOPS ANNOUNCMENT FOR MK 25 MOD 2 US UNDERWATER BREATHNG APPARATUS (UBA) AND SUPPORT EQUIPMENT (i)This is a combined synopsis/solicitation for commercial off-the-shelf (COTS) items or slightly modified COTS items under FAR Part 13 prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. (ii)This announcement constitutes the request for quote for the required items under Request for Quote (RFQ) N61331-10-T-4504. A subsequent solicitation document will not be issued. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (iv)The NAICS Code is 334519. Small Business Size Standard is 500 employees. FSC is 4220. (v)The Naval Surface Warfare Center Panama City (NSWC PC) intends to award, on a sole source basis, a firm-fixed price commercial item order to Draeger Safety, 101 Technology Drive, Pittsburgh, PA 15275, to provide MK 25 MOD 2 Underwater Breathing Apparatus (UBA), life vests, and support equipment. The following items are being procured: (vi)CLIN 0001 “ 130 MK 25 MOD 2 US Underwater Breathing Apparatus (UBAs) (p/n 4056770) (vii)CLIN 0002 “ 130 LAR V Cylinder Valve Kits (p/n 4054802) (viii)CLIN 0003 - 130 Secumar Life Vests (p/n 4056590) (ix)CLIN 0004 - 260 Cylinder Valve Assemblies (p/n 40533065) (x)This procurement is sole source for the following reasons. Draeger Safety is the Original Equipment Manufacturer (OEM) of the MK 25 MOD 2 UBA. As the OEM, only Draeger Safety can accurately provide all of the spare parts for the MK 25 MOD 2. Procuring these spare parts from another company would run the risk of incompatibility of components when maintaining and repairing the MK 25 MOD 2. Furthermore, the MK 25 MOD 2 is a NAVSEA certified diving life support system (DLSS). The components and raw materials that make up the system fall within the scope of certification boundaries. Substitution of similar materials and components are not authorized without the expressed permission of NAVSEA 00C4 and require an approved departure from the specification.
