Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION VA-69D-10-RQ-0589 As Required By FAR 6.302-1 - Only One Responsible Source 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 5000 W National Avenue Bldg 5, Milwaukee WI 53295 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition for the purchase of a bed tracking system including software and use of a software license. Procurement will proceed on a sole source basis with Tele-Tracking Technologies. 3.A description of supplies/services required: Jesse Brown VAMC has a requirement for the lease of bed tracking software for use in reducing the length of time dirty beds sit idle. The software shall include but not be limited to use of license, upgrades, implementation and on-site training. Software/System will include Tele-Tracking Bed Management Suite (tm), one HL7 inbound, and one-way ADT interface client provided server. Software must be compatible with the VA existing NEC 2400 IMX R11 telephone system and the VA existing Window NT or Window NT 2003 operating system. Software must have the capability to page housekeeping staff (via existing telephone system) and to automatically notify staff of bed status without manually entering information into a computer. The software is estimated to cost approximately $47,250.00 for the remainder of this fiscal year. 4.Statutory authority permitting other than full and open competition: FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source. (41 U.S.C. 253 (c)(1)). 5.Proposed Contractor's Unique Qualifications: Based upon information received from the end-user, Tele-Tracking's bed tracking software is the only product that is compatible with VA existing Window NT or Window NT 2003 operating system and the existing VA telephone system. This software has the unique ability to page housekeeping staff and to automatically notify them of dirty beds without manually entering information into a computer. An interactive paging system will allow the housekeeping staff to page the VA's bed control unit to inform them of the status of discharge patient rooms. The software/system can also be upgraded and includes implementation & post training, ongoing software maintenance, application and service, etc. The software requested includes a centralized data system, which provides for multiple productivity reports to help refine bed turnover and patient placement processes. The intelligent Interactive Voice Response (iIVR ) becomes the primary communications method at the facility for this purpose and requires no changes to the network infrastructure. Detailed reports generated by this system are critical for the management of beds required for patient care. 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: A search for service-disabled veteran owned small businesses, veteran owned small businesses and small businesses capable of providing this software was completed in VetBiz and in the CCR Database using the Dynamic Small Business Search. Results were negative when searching under the keywords "bed tracking." An intent to sole source will be posted to FedBizOpps. If any contractor/vendor believes they can meet the VA's requirements and are able to provide clear and convincing evidence of the above within the time period specified, they will be taken into consideration. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Price was confirmed with COTR on past purchases for the same or similar type equipment and is comparable.
