Description
Combined Synopsis/Solicitation for COPD Research with the University of Michigan (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-241-10-RQ-0749. The VA intends to issue a sole-source contract to an affiliate, the University of Michigan, 3003 South State, Room 1044, Ann Arbor, Michigan 48109-1274 under the authority of FAR 6.302-1. 48 CFR 873.104(a) which provides: "Without regard to FAR Part 6, if the health-care resource required is a commercial service, the use of medical equipment or space, or research, and is to be acquired from an institution affiliated with the Department in accordance with section 7302 of title 38 U.S.C., including medical practice groups and other approved entities associated with affiliated institutions (entities will be approved if determined legally to be associated with affiliated institutions), or from blood banks, organ banks, or research centers, the resource may be acquired on a sole source basis." However, the VA wants to make sure we explore all possibilities so if you have a similar solution please respond to this combined synopsis/solicitation. This requirement is not set aside; it is conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 611420. The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for an internet site to be used in Chronic Obstructive Pulmonary Disease (COPD) research. A portion of this research project will require the adaptation and maintenance of an Internet website to be used in chronic obstructive pulmonary disease (COPD) research. Researchers at the University of Michigan have created the Internet website and interface to which study participants can upload step count data, participate in an online community forum, receive tailored step count goals and motivational messages, and receive health and fitness information. This unique system is not available elsewhere. The program developed by the University of Michigan is unique and different in that 1) It provides targeted step count goals to subjects based on their current walking. Living well and other public pedometer programs provide no goals. 2)It provides specific educational content about walking with lung disease, what to do with medications, how to breathe etc. None of this is provided by public pedometer programs. 3)It provides motivational messages to improve self-efficacy. None of this is provided by public pedometer programs. 4)It provides a mechanism for subjects to report changes in medical problems and adverse events to us. This is crucial for subject safety. None of this is provided by public pedometer programs. 5)It is designed specifically for people with chronic medical disease. Public pedometer programs are used by healthy persons to manage weight or stress. This announcement constitutes the only solicitation and no other solicitation document will be issued. Request for Quotation (RFQ) number #VA-241-10-RQ-0749.is available upon request. The incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulations. Using Simplified Acquisition Procedures, the VA Boston Healthcare system intends to award a commercial Firm Fixed Price (FFP) award to the University of Michigan, 3003 South State, Room 1044, Ann Arbor, Michigan 48109-1274 Interested vendors may offer a quote for consideration or for future contract consideration. Interested parties must submit their technical specifications of services, past performance information and price detailing how their services meets VA requirements to the contract specialist via e-mail. You should also provide your DUNs number, Federal Tax ID and GSA number, if on a GSA contract. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. (v) The contract line item numbers and items, quantities and units of measure are also provided in the in section (vi) as Requirements. (vi) The following is a description of the requirements for the services to be provided: Year 1 and Year 2 will require the adaptation of the Stepping Up to Health Web site for use in COPD research Years 3 and 4 will require that the University provide a subscription service to deliver the Stepping Up to Health intervention over the Internet to study participants. Year 5 will be utilized for the retrieval of data from the Stepping Up to Health server for data analyses. The specific items to be covered under adapting and maintaining the Web site include: 1.Participating in conference calls to determine COPD specific content 2.Creating modifications that include COPD-specific content such as strength training and education typically obtained during supervised pulmonary rehabilitation programs. 3.Performing and pilot testing required Web site modifications for stepcount feedback and educational and motivational messages. 4.Training of VA study staff and providing user support 5.Ongoing management and maintenance of the system and system security throughout the study. 6.Providing back-up of study data. 7.Providing study staff access to the study data systems as needed for study implementation.
