Description
This is a modification to address all Q&A's. Questions in response to Solicitation No. D10PS18675 (DCAA) for Statistician Services Question 1: We are envisioning a proposal wherein the requirements under the contract would be performed not by a PhD statistician alone, but rather by a PhD statistician working in concert with, and overseeing the efforts of, a highly skilled support team. This support team would be comprised of PhD labor economists, and perhaps also programmers, as appropriate to the given effort. Such a "team" approach could create significant efficiencies through the targeted use of resources most appropriate to a particular task. We would like to know if such a "team" approach might be considered for this solicitation. Question 2: Can the contractor have more than one statistician with the specified qualifications perform the required work? Answer to both questions: We want to obtain a high degree of coordination on specific matters. This is important so that the individual providing support services gains insight into how the Defense Contract Audit Agency operates. There are very few individuals that have an understanding of the audit environment; and, thus, we believe it is far more efficient to only have one individual responsible for providing the support services under this contract. Therefore, the answer to both questions is: No. A team approach would not be acceptable. And only one PhD is needed to provide the support services.
