- Justification & Approval for Sole Source Follow-On Contract to IZ Technologies, Inc. NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Defense Information Systems Agency, Defense Information Technology Contracting Organization - National Capital Region located at 4215 Roberts Avenue, Ft. George G. Meade, MD 20755 intends to negotiate a sole source follow-on contract to IZ Technologies, Inc, located at 44095 Pipeline Plaza, Suite 270, Ashburn, VA 20147-5898 in support of the following requirement. The period of performance is October 9, 2010 through December 08, 2010 with three 1-month option periods. Requirement : The Contractor shall assist the OSD Task Force to Improve Business and Stability Operations in Southwest Asia (Iraq/Afghanistan) with design, implementation, and managing for the improvement of Business and Stability Operations in Iraq. The contractor shall support the efforts of Overseas Contingencies Operation (OCO) and the USCENTCOM Area of Responsibility (AOR), on ISE infrastructure design support, system integration, and other related ISE technical services and implementation. This contractor support team will be organized with a forward support element in Baghdad, Iraq, and a reach back support element. To meet DoD/US CENTCOM objectives, this mission requires coordination in all phases of requirement definition, planning, and execution with a host of partners: Department of State/USAID, Iraq Ministries, Regional/community stakeholders and commercial enterprises. This team must possess an in-depth knowledge of the interworkings of the Iraqi Ministry of Communication to include interpersonal relationships and line of policy execution. The team will provide courses of actions which will consider all sources: government and commercial. The contractor shall furnish the necessary personnel, required to plan, design, implement, manage, liaison and provide regulatory understandings and policy changes and coordinate materials, facilities, and other supplies/services as may be required to perform the work as set forth herein, in order to assist in meeting the Government's primary task force objective of Accelerating Reconstructive and Stability Operations in Iraq. This primary objective requires direct interface with U.S. and Iraqi government officials, Iraqi nationals and other contractors. All personnel working under this requirement must have a minimum of a secret clearance and be in theatre prior to the commencement of the period of performance on October 09, 2010. The Government intends to solicit, negotiate, and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however all responses received within seven (7) calendar days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to Christopher.Gray@disa.mil no later than 1700 hours EDT on October 4, 2010.
