Description
The Mission and Installation Contracting Command Fort Hood intends to issue a sole-source purchase order to Actus Design and Technical Svc, 1801 West End Ave, Suite 1700, Nashville, TN 37203. The requirement is to provide a detailed cost estimate for both the demolition of family housing units to accommodate the proposed widening of US190 in the vicinity of Pershing Park and the scope and cost of the technical, administrative, and legal procedures necessary to change the numerous agreements among the Army, Lend Lease Actus (LLA) and third parties to effect and reflect the demolition and replacement action. The number of buildings to be demolished is 12 duplexes (24 units). Lend Lease Actus (LLA) serves as the Armys partner in the Residential Communities Initiative (RCI) at Fort Hood. LLA and its technical arm, Actus Design and Technical Svc, have managed the repair, renovation, and maintenance of the affected buildings since 2001, and possess both thorough and proprietary data about the buildings, their construction, and their demolition and potential replacement. Since LLA will actually execute said demolition and potential replacement under condemnation, the agreements, or both, only LLA can provide an estimate to which LLA will be bound. Further, the numerous agreement documents requiring review and planning for modification are not all public documents, and a third party would not be allowed to review, let alone plan to modify, those voluminous and wide-ranging documents. Finally, LLA has exclusive rights to perform Design work for the partnership, further disabling the authority of any other estimator. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. The NAICS code is 561990- All Other Support Services, with a size standard of $7.0 million. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Directorate of Contracting will not reimburse for any costs connected with providing the capability information.
