Description: Justification Memo  This is a notice of the government's intent to award a firm fixed price contract on a sole source basis to Vector Technologies, LLC, 1131 South Eads Street, Arlington, Virginia 22202, pursuant to FAR PART 6.302-1(a) (2), only one responsible source and no other services will satisfy the agency’s requirements. Washington Headquarters Service, Acquisition Directorate intends to properly secure any Portable Electronic Device (PED) introduced into classified processing areas. This requirement is to secure PED’S is necessary because they pose a technical scurity threat to any audio, visual and data information carried out near any PED introduced into areas such as our Sensitive Compartmented Information Facilities (SCIF). The salient characteristics will incorporate the following Authorized by DIA (Defense Intelligence Agency) for use in (SCIFs) Sensitive Compartemented Information Facilities, Active Acoustic Shielding, Passive Acoustic Shielding, RF Shielding, and the ability to charge cell phones (minimum of 5) simultaneously. Vector Technologies, LLC is the sole provider and distributor of the PED’s Sentinel, Model A-3110 and the Guardian Model DC-2910. In addition, Vector is the sole provider of product. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement by 2:00 PM, EST on September 29, 2010 by e-mail to janice.johnson@whs.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
