- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with Nav-Aids Ltd. for a procurement supporting the Fire Scout Program. The requirement is for three (3) Air Data Test Set Adapters, P/N NGUAV-612, NSN 4920-20-004-9929, with two (2) option years for three (3) adapters per year. The adapters will be used to interface the aircraft pitot static system to the Air Data Test Set (ADTS). The adapters have a solid uni-body construction with seals and spacers inside the adapter body that ensure a leak free connection without metal to metal contact between the pitot tube and test adapters. Nav-Aids Ltd. owns the technical drawings, specifications, and data rights for the above items. The technical drawings are required to identify the dimensions, materials used, and performance limits. The Government does not own the rights to current data, drawings, or other specifications to permit full and open competition. Development of another ADTS adapter would not be cost effective due to the high cost of designing, testing, and revising the maintenance instructions. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
