- J & A This is a notice of intent to issue a sole source purchase order to MONACO ENTERPRISES, INC. (Monaco) 14820 E. Sprague Ave., Spokane, WA 99216-2191 Justification and Approval for Other Than Full and Open Competition Justification 1. Contracting Activity: 127 MSC 43200 Maple Street Bldg 105, Room 16 Selfridge ANG Base MI 48045 2. Description of Action: a. Requirement: Re-program Radios for Base Fire Alarm System b. Contract Type: Firm Fixed Price c. Contractor: Monaco Enterprises Inc. d. Estimated Cost: $ e. Form 9 # F8Y3400264AC01 3. Description of Supplies/Services: Retune existing Monaco Enterprises Inc. radios (54) that are used on the fire alarm system and purchase parts necessary to incorporate new frequency. Parts to be installed by base alarm electricians. 4. Authority Cited: The applicable FAR reference is 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements; (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. 5. Reason for Authority Cited: The current Base fire alarm system and all equipment are manufactured by Monaco Enterprises Inc. (Monaco). Monaco equipment is the only equipment that is compatible with the current system and Monaco is the only company capable of reprogramming their equipment. If equipment other than Monaco is purchased, the specifications would be different and the operation for the overall system would fail. 6. Efforts to Obtain Competition: The only other option to purchasing reprogramming services by Monaco would be to replace the entire fire alarm system, which is unnecessary and extremely expensive. 7. Actions to Increase Competition: N/A. 8. Market Research: Monaco Inc. is the only distributor of its products and is the only company capable of re-programming or re-tuning their equipment; therefore the products and re-programming services will be purchased through Monaco directly. 9. Interested Sources: To date, no other sources have written to express an interest. The notices required by FAR 5.201 shall be published, and any bids or proposals received shall be considered. 10.
