Defense Information Systems Agency's (DISA) Enterprise Wide Systems Engineering (EWSE) Request for Information & Industry Day Notice Type: Sources Sought Response Date: 18 October 2010 Classification Code: D -- Information technology services, including telecommunications services NAICS Code: 541712, 541512 Purpose: DISA's Global Information Grid (GIG) EWSE Branch (GE321) will host an Industry Day to establish a dialogue with interested potential vendors and answer questions on the background of EWSE and the EWSE approach to issue resolution using Integrated Product Teams (IPTs). As background for the Industry Day discussions, DISA will open the session by sharing EWSE strategies for resolving GIG interoperability issues and answer questions related to the objectives of the larger work effort. DISA will also discuss the acquisition strategy for the IPT support requirements and the desire to understand the capabilities of small businesses in addition to those of larger companies. When: The EWSE Industry Day will occur on Friday, October 22nd from 0900 to 1400 EDT. The address is SRA International, Inc. 4350 Fair Lakes Court, Fairfax VA 22033. Directions and a map are attached. Parking is available adjacent to the facility. Members of our team will be available in the Fair Lakes North Building lobby beginning at 0800 to assist with registration and badging and to escort attendees to the meeting room. Morning beverage service is available. The available space can accommodate 50 seats so we request contractors limit company attendance to a single representative. The first 50 respondents are guaranteed seats. Additional requests will be placed on a wait-list. Attendance is restricted to pre-registered applicants possessing photo identification on arrival. This meeting is UNCLASSIFIED; no visit request is required. The meeting will begin promptly at 0900. We recommend that you plan to arrive not later that 0815 to accommodate check-in delays. Please provide the following information to EWSE_WG@DISA.MIL not later than 1200 EDT on Monday 18 October: Full Name, Company, E-mail Address, Contact Phone Number, and Mailing Address. Background: DISA GE321 intends to issue Requests for Proposals (RFP) in the first quarter of FY 2011 in support of the FY 2011 EWSE initiative. In FY 2010, DISA issued five competitive task orders. The average value of the task orders was $800,000; individual values depended largely upon the complexity of the technical task. Each task is performed by an IPT with typical staffing of 3 to 4 Full-Time Equivalents. Three additional IPTs were tasked to Federally Funded Research & Development Centers (FFRDC) due to the nature of the specific efforts. DISA hosted an EWSE Working Group meeting of Government stakeholders and DISA managers on 30 July 2010 to review candidate EWSE topics for the FY2011 EWSE Issue Cycle. The DISA EWSE approach does not focus on point solution(s); rather it is based upon identifying solution sets for technical issues and requires community involvement to capture the best ideas and approaches. Existing working groups and ongoing initiatives (including the FY2010 IPTs) are leverage to the maximum degree possible when resolving technical issues. DISA will continue to work with the broader technical community to incorporate and take advantage of technical expertise from the Department of Defense (DoD) and the Intelligence Community. DISA requires industry expertise to complement that of the Government participants on each IPT by providing subject matter engineering expertise to the core team(s) tasked with refining, analyzing, and proposing solution to the technical issues. The output of the majority of the IPTs will be GIG Technical Profiles (GTP). Current & Future Status : After the 30 July 2010 EWSE Working Group, candidate issues were consolidated and further refined. The FY 2011 EWSE issues ultimately selected and reviewed by ASD(NII) can be considered a mix of research and problem identification and/or solution. The following tasks derived from FY 2011 issues are considered for competitive acquisition: •1. GIG Secure Federated Backbone Routing and Networking Services (Transport) In FY 2010, Black Core Vision was updated with a new conceptual architecture called Secure Federated Backbone (SFB) for the GIG. SFB consists of a set of IPSec-encrypted Cipher-Text (CT) black or partially encrypted "gray" backbone network islands interconnected with Red Gateway Enclaves (RGE), which service Red Edge Enclaves (REE) managed by CC/S/As. The objectives of this task are to (1) develop near, mid, and long-term SFB architectures for the GIG; (2) develop routing architecture for the SFB network and between REE networks; and (3) assess the impact of the SFB architecture on the existing GIG functional network services (QoS, Multicast, IA, etc.) to provide any recommendations on architecture changes. •2. GIG VPN Services and Architecture (Transport) To support information sharing within the Communities of Interest (COI) and organizational intranet requirements, CC/S/As and Programs have been independently developing and implementing Virtual Private Networks (VPN). These uncoordinated efforts can cause interoperability problems due to different implementation technologies and architectures. End-to-end performance is also impacted by non-optimal use of network resources in the service provider networks due to improper selection and utilization of the VPN technologies and service architectures. The objectives of this task are to (1) develop a standard set of GIG VPN services based on previously developed VPN requirements; (2) develop scalable, flexible and realizable GIG VPN network architecture across the GIG to support the standard GIG VPN services; and (3) establish a technical framework and SLA approach for managing the GIG VPN services. 3. Service Orientation in DIL Environment (Applications and Services) Services are typically developed at the enterprise level using well connected fixed networks and then modified and pushed to the tactical edge, where they break for a variety of reasons. The GIG 2.0 end state ensures information and services are developed for the warfighter's use at the joint tactical edge where Disconnected, Intermittent and Low-Bandwidth (DIL) communication constraints exist. The objectives of this task are to (1) review current practices of service orientation in DIL environment including analysis of Army's System of Systems Common Operating Environment (SOSCOE) service capabilities; and (2) develop reference architecture and implementation guidance to allow interoperable Content Discovery, Service Discovery, and Unified Collaboration services in the DIL environment. •4. Directory Services (Applications and Services) The Enterprise User (EU) initiative is coordinating implementation of "Global Authentication, Access Control, and Directory Services" to enable any authorized DOD user to access the global network infrastructure from any location with common and portable identity credentials which ensure visibility of, and access to, all warfighting, business support, or intelligence-related information, services and applications for missions and communities of interest (COIs). The objective of this task is to aid the DISA PEO-GES in realizing the EU vision by providing systems engineering support. The task will focus on the directory services related capabilities of the EU architecture and the Enterprise Synchronization Service (ESS) component of the EU Reference Architecture. The task includes an "as is" and "to be" gap analysis, data quality assessment, requirements analysis, and the development of a technical roadmap. In order to have a productive Industry Day, each company planning to attend should send a representative well versed on the topics so that a meaningful dialogue can be conducted. Part of the discussion will clarify the technical problem statement as well as define some of the constraints placed on the potential problem solutions. DISA will not address contractual questions during this Industry Day. The sole function of the meeting will be to provide industry a firm understanding of technical requirements, identify required expertise, and gain an understanding of the technical capabilities of the companies present. The Government is particularly interested in identifying small businesses that are capable of doing this type of work. For market research purposes, we request both large and small businesses provide the following information NLT than 1200 EDT, 18 October: 1) representative full name, 2) company name, 3) your NAICS codes and the associated business size standard, 4) e-mail address, 5) contact phone number, 6) capability statement limited to 10 pages, 7) listing of contract numbers where you are the prime e.g., GSA schedules, multiple award contracts, etc. Responses: Please submit attendance requests by e-mail to EWSE_WG@DISA.MIL not later than 1200 EDT on Monday 18 October. Responses must be single spaced, Times New Roman, 12-point font, with one inch margins & compatible with MS Office Word 2003. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked "Proprietary" will be handled accordingly. Be advised that all submissions become Government property and will not be returned. All personnel reviewing responses will have signed nondisclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
