Description
The Department of Health and Human Services (HHS), Biomedical Advanced Research and Development Authority (BARDA) and the Office of Acquisitions Management, Contracts & Grants (AMCG) is interested in identifying potential sources and in obtaining industry comment on certain sections of a future Request for Proposals (RFP). The anticipated RFP seeks to acquire the services of a Contractor(s) to provide, on a routine basis, core advanced development and flexible manufacturing services to less experienced commercial partners under contract to the U.S. Government for development of vaccines and other biologics against chemical, biological, radiological, and nuclear (CBRN) threats in U.S.-based facilities. Additionally, the RFP seeks to acquire a Contractor(s) to provide new or renovated manufacturing facilities in the U.S. utilizing flexible manufacturing and modern platform technologies to produce vaccines in an emergency for an influenza pandemic or outbreaks of an emerging infectious pathogen. Contractors may provide core advanced manufacturing and manufacturing services in the same or different facilities. Comments are being solicited on a voluntary basis on five sections of the proposed solicitation, 2 sample delivery orders and 1 sample task order that are provided as attachments to this notice: Section B – Supplies or Services and Prices/Cost Section C – Description/Specifications Section F – Deliveries or Performance Section L – Instructions, Conditions, and Notices to Offerors Section M – Evaluation Factors for Award Sample Orders: Sample Task Order – Core Services Product Development Sample Delivery Order – Pandemic Influenza Manufacturing Sample Delivery Order – Warm Base Influenza Manufacturing Questions and comments related to the information contained in this notice and its attachments are due no later than Friday, October 29, 2010 at 3:00 p.m. (EST). Comments may only be submitted in writing via email or to the address shown above. (NO TELEPHONE CALLS WILL BE ACCEPTED). Your comments must include the organization, organization’s name, planned role on the project, socio-economic status, projected bonding capacity, and a point of contact. Interested parties submitting comments can also request a meeting to discuss comments directly with the Government. These meetings will be limited to parties submitting comments and planning to serve in a Contractor (prime, sub, or construction manager capacity) role. Suppliers and others parties may submit comments and may be part of a team; however, the option to schedule a meeting on a one-on-one basis will be at the discretion of the Government. Meetings will be scheduled on Tuesday, Wednesday, and Friday, October 5, 6 and 8, 2010 from 10:00 a.m. to 5:00 p.m. In addition to discussing potential offerors' preliminary comments and questions, these meetings are being held to allow interested parties to share their expertise and any innovative approaches (independently) that you may have that would be advantageous to the government in procuring services under this project. We anticipate that each group will be allowed a maximum of 90 minutes (i.e., 60 minutes for the presentation and 30 minutes for questions and answers). The presentation may be in a PowerPoint format with no more than five (5) representatives in attendance. These representatives should either be key personnel or have a vested interest in this potential procurement. Confirmation letters will be issued to interested parties (via email) no later than 3:00 PM (EST) on Friday, October 1, 2010. Please keep in mind that all government responses to any preliminary questions and comments that you may have regarding this procurement will be published at a later time via this website. The Government anticipates the release of a Request for Proposals (RFP) in fiscal year (FY) 2011 that will solicit proposals to address these requirements. At that time, all parties interested in submitting a proposal in response to the RFP will be given the opportunity to do so. The anticipated contract type is a cost-sharing, indefinite delivery, indefinite quantity hybrid contract which will contain provisions for the issuance of both cost plus fixed-fee and firm fixed-price task orders/delivery orders. The anticipated period of performance will include an eight (8) year base period and seventeen (17), one (1) year option periods. The NAICS code for this acquisition is 236210 (Industrial Construction – size standard: $31.0M). In preparing the formal solicitation, the Government makes no commitment to retain any of the elements/provisions of this draft solicitation and may include different elements/provisions in the formal solicitation. This is a sources sought notice that is being issued for informational purposes only. It is not to be construed as an official REQUEST FOR PROPOSALS, REQUEST FOR QUOTATIONS OR REQUEST FOR BIDS. This notice does not commit the U.S. Government to issue a solicitation, make an award, or pay any of the costs associated with submitting a response to this notice. Although all information submitted shall remain with the U.S. Government and will not be returned, it will be kept strictly confidential. All parties interested in responding to the proposed RFP once it is released will be given the opportunity to do so.
