Description
The Customs and Border Protection Agency intends to issue a Sole-Source Contract to, John Hopkins University/Applied Physics Laboratory, LLC (JHU/APL for a base and two one year option periods). The purpose of the Sole Source Contract is to conduct research and evaluate materials under consideration for purchase to provide scenario and design reference development, independent concept developments, engineering analyses, test and performance, evaluations and deployment. Specifically, this contract will focus on independent and integrated test and evaluation and engineering support services for the deployment of advanced technologies that can predict, deter, detect, identify, classify, and respond to Items of Interest (lol) crossing U.S. borders. Engineering evaluation plans, test conduct, data collection, analysis, and report generation will be done to support system deployment requirements. The Contractor is required to provide integrated and independent engineering test and evaluation of SBInet sensors, networks, communication, C2, C3I, and COP technologies from 1 November 2010 through 31 October 2011, with two one year options. The government is under no obligation to exercise the two one year options. Customs and Border Protection (CBP) shall maintain the continuity of the effort and to avoid duplication of cost it is imperative that the work expertise continue with JHU/APL. This action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is NOT a request for competitive proposals; therefore no solicitation will result from this announcement. This notice is for information only.
