- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-10-T-A100 applies and is issued as a Request for Quotation. The requisition number used for this solicitation is N62583-1274-A100. This procurement is set aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-19. The North American Industry Classification System (NAICS) code is 541380 and the business size standard is 500. Fleet Contracting Center, Naval Air Station Jacksonville FL intends to purchase the following line items: CLIN 0001 - MATERIAL AND LABOR TO PROVIDE TESTING AND ANALYSIS OF PAINT CHIPS TO DETERMINE ENVIROMENTAL HAZARDS PRESENT IN THE PAINT CHIPS TO INCLUDE LEAD, HEXAVALENT CHROMIUM AND CADMIUM; SAMPLES MUST BE PROCESSED WITHIN 10 WORKING DAYS OF RECEIPT AND A REPORT SENT BACK TO NFELC. MUST ALSO BE ABLE TO PROCESS PAINT SAMPLES WITHIN 72 HOURS UPON REQUEST. SCOPE OF WORK: PROVIDE PAINT ANALYSIS OF THREE PAINT CHIPS PROVIDED BY PAINT DEPARTMENT AT CED. TESTING TO BE CURRENT INDUSTRY STANDARDS AND PRACTICES FOR THE TESTING OF PAINT. PERFORM PAINT AND ANALYSIS FOR THE FOLLOWING ELEMENTS: TEST PAINT CHIP FOR LEAD CONTENT TEST PAINT CHIP FOR HEXAVALENT CHROMIUM TEST PAINT CHIP FOR CADMIUM TEST TO COMPLETED WITHIN ONE WEEK OF RECEIPT OF PRODUCT FOR TESTING. GENERATE REPORT IN EASY-TO-READ FORMAT OR A LETTER STATING THE FINDINGS OF THE TESTED MATERIAL OR CERTIFYING THAT THE PAINT IS FREE OF ANY OF THE TESTED ELEMENTS. IF LEAD, HEXAVALENT CHROMIUM OR CADMIUM IS PRESENT IN THE SAMPLES, WE WILL NEED THE REPORT TO DOCUMENT IF THE JOB IS SAFE TO WORK AND THE PERMISSIBLE LEVELS OF EXPOSURE TO THE AFOREMENTIONED HAZARDS. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company ™s complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government considering price and price-related factors.
