Description
The FAA, Western Logistics Service Area intends to award a contract to a well-qualified, responsive contractor to perform Facilities Maintenance Services at the Denver, Colorado, Terminal Radar Approach Control Center (TRACON) including the Cafe, and the Air Traffic Control Tower (ATCT), and Base Building that consist of but not limited to: management and maintenance of all building services and equipment including chillers, air handlers, cooling towers, heating and cooling (HVAC) systems, pumps, heaters, etc.; janitorial and mail distribution services. The FAA contemplates award of a Firm-Fixed Price contract with provisions for Time and Material pricing. This requirement is offered to all qualified, responsive concerns and offers will be considered using a tiered order of precedence as follows: 1st - Socially and Economically Disadvantaged Businesses (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program; Service-Disabled Veteran Owned Small Businesses 2nd - Small businesses and 3rd - Other than small businesses. Each tier will be evaluated using the procedure outline below: a) A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. b) Directions on tiered evaluation are outlined in Section M, in addition to evaluation factors for award. A tiered evaluation of offers will be used in source selection for this contract, and offers from other-than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received (see Part IV, Section M for details). Contract award will be made to the offeror submitting the greatest value to the FAA, not necessarily the lowest price. Summary of Services: Transition Period: November 22-30, 2010; Base Period: December 1, 2010 through September 30, 2011, plus 4 option years. NAICS code for this procurement is 561210 Facilities Support Services, $35.5 million. MANDATORY SITE VISIT IS: October 6th 2010 @ 9:00 p.m. MDT, at the Denver TOC, Denver, CO. See Section "L" for instructions. All questions concerning this Request for Offer (RFO) are due no later than 2:00 PM Pacific Daylight Time (PDT) on October 18th, 2010 to the Contracting Officer. No questions will be answered prior to this date. OFFERS ARE DUE NO LATER THAN 2:00 PM Pacific Daylight Time (PDT) on October 26th, 2010. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
